Webster Parish Joint Advisory Council

The responsibilities of the Joint Advisory Leadership Council are to represent their peers, identify needs and issues, identify opportunities for collaboration, be active in sharing their skills and knowledge to help the parish and understand Louisiana Cooperative Extension Service as a community resource.

Minutes of the Webster Parish Advisory Leadership Council Meeting

The Webster Parish ALC meeting was called to order at 6:30 p.m. by Joan Almond, Webster Parish Chair, who welcomed eighteen members in addition to two regional AgCenter agents, a nutrition educator and four extension agents. A total of 25 people were in attendance at the meeting.

Mrs. Almond took a few minutes to thank the participants for their attendance and to give an overview of the local Extension office and its mission. Members in attendance were then asked to introduce themselves and state what organization or group that they were representing.

Those in attendance were:

  • Johnnye Kennon (Webster Parish School Board Member/Chamber of Commerce)
  • Gene Leonard (Livestock Club President)
  • Idelle Simms (Webster Homemaker's Council)
  • Jim Crain (Pastor and Poultry Volunteer)
  • Buddy Thomas (Farm Bureau and Webster Cattleman's Association)
  • Robert Lee (Police Jury Member and Volunteer Leader)
  • Mary Lane Gray (Retired Teacher/Homemaker Volunteer)
  • Wes Barnett (Youth Minister)
  • Glenda Collums (Master Gardener)
  • Debbie Haynes (Webster Parish Sheriff's Dept/Shooting Sports Coordinator)
  • Kathy Miller (Supervisor, Webster Parish School Board)
  • Elaine Morgan (Volunteer)
  • Janene Ashley (4-H Volunteer/School Teacher)
  • Morris Busby (Supervisor, Webster Parish School Board)
  • Sarah Haynes (Minden Medical Center)

LSU AgCenter Agents in attendance were Joan P. Almond, Lisa W. Holmes, Troy Menard, Jason Holmes, Karen Martin, Dora Ann Hatch and Nutrition Educator, LaDonna Chreene.

After the introductions, Mrs. Almond turned the meeting over to Jason Holmes, extension county agent from Union Parish, who served as moderator for the meeting. Mr. Holmes explained the objectives for the ALC as well as the mission of the Louisiana Cooperative Extension Service and the purpose of the ALC. He presented a power point to explain the logic model and the process by which this council would serve. After his presentation, Joan Almond then asked each agent to give an overview of their current program and explain to the group what they have going on in 4-H, Agriculture and Family and Consumer Sciences. Each agent took a few minutes to go over their programs and explained their role in educating the people of Webster Parish.

Next, Jason Holmes asked the members to identify and prioritize community issues that they felt were important. He emphasized that they should keep in mind the issues that the Extension Service could actually address as opposed to those items that were not within our mission. A discussion among the members was held and through a voting procedure, the following issues were identified in order of importance.

  1. Increase the marketing of the LSU AgCenter and the Webster Parish Extension Service and its programs, resources and services. There are far to many people who don't know what all the Extension Service does and we need more public awareness through a positive marketing campaign.
  2. Work with community groups in specific areas including forestry, forage production, beef cattle and other livestock, etc. The agents are asked to come to the local communities to present educational programs and meet the needs of local people.
  3. Focus on Parenting- Increase involvement of parents in the educational process, in Character Education and other programming.
  4. Decrease littering: Educational programming on littering and cleaning up other roadways, cities, streets and properties. it was felt that the Extension Service could have an impact on families and help clean up our parish.

Other Issues that were identified as important were
-Recycling- continue the work and expand education and efforts
-Expand the 4-H Gardening Project
-Introduce youth to farm life and animals
-Provide opportunities for early childhood literacy and parents involvement
-Increase support of parish organizations (Homemakers) by making it possible for the agent to attend local meetings more often to present educational programs.
-Expand youth involvement opportunities in the parish fair

It was agreed that the members of this committee will initially serve a two year term and that they will meet again in approximately 6 months. Members were encouraged to provide input and support in the programming efforts of the Extension Service. They will serve as the main support group for the local Extension office. Members were also encouraged to provide feed back during the year and serve as evaluators for progress being made.

After a final thank your from Mrs. Almond, the meeting was adjourned at approximately 8:15 p.m.
